has 31 trains systemwide on time and train number 1 a great start with no delay out of the central valley. that is your latest kpix traffic. back to you. >> thank you. kpix 5's kiko guerin joins us with the detailsen the suspect in the los angeles airport shooting. >> reporter: michelle, as soon as the incident happened at lax we know that officials at sfo put their own security plan in place. as you mentioned, security here is on heightened alert. a law enforcement official tells the "associated press" shooting suspect paul ciancia is heavily sedated as armed guards keep watch over hip. police charged the 23-year-old in friday's deadly shooting at los angeles international airport. officers shot ciancia four times to end the shooting rampage, but before the suspect was taken to the hospital an official says he told them he acted alone. >> he had the gun down like

this. >> reporter: passenger scott green witnessed the shooting. he was among the more than 100 people who ran for their lives. >> it didn't make sense to me. i thought, you know, well, that guy had a gun and no one was there to stop him. >> reporter: court papers reveal ciancia left a letter saying he made a conscious decision to try to kill. investigators say he targeted tsa agents. transportation security administration officer 39-year-old gerardo hernandez was killed. two other tsa employees and a passenger were wounded. now, the suspect has no history of mental illness, but we do know that he texted his family saying he wasn't happy to the point where the suspect's father called lapd to check on his son. at that point it was too late. ciancia had already left for lax 45 minutes ago. reporting live at sfo. >> and a woman who knows ciancia believe the plot was days in the making. her voice has an altered to protect her identity.

>> he asked one of the roommates if he could have a ride to the airport. he said that basically he was going back home. either that his dad was kind of sick and he had to deal with some family issues. so he also did mention what day he had to leave. >> investigators say one of the roommates did get ciancia a ride to the airport but was unaware of the not. the woman says ciancia rarely left the san fernando valley apartment since moving there last january. meanwhile, flights are back on schedule at alabama's largest airport after a threatening note prompted a two-hour evacuation there. an employee the at the birmingham-shuttlesworth airport found the note in the restroom yesterday afternoon. about a dozen flights-either delayed or diverted from the airport while bomb squad investigators searched the airport. they found nothing dangerous. new this morning a person in a wheelchair is killed in the hayes valley neighborhood of san francisco. it happened midnight at the intersection of market street and octavia boulevard.

the person in the wheelchair was taken to san francisco general but was pronounced dead. the driver of the car is cooperate being police. happening today in san francisco the family of 13-year-old andy lopez plan to file a federal suit against sonoma county and the sheriff's deputy who shot and killed the teen. the family has already filed three wrongful death claims in the case. deputy eric gill house shot and killed lopez last month. the boy was carrying a pellet gun at the time that looked like a assault rifle. a woman of killing a couple in menlo park is scheduled in court this afternoon. bail is set at $2 million for 54-year-old majorie rightsle. her blood alcohol level was more than twice the legal limit when she allegedly hit and killed the couple. a spike in crime has police at uc berkeley stepping up efforts to keep students safe. kpix 5's brian webb tells us how students are taking their own

precautions. >> reporter: crime on berkeley's campus is up this year. way up. and students are talking. you always see like a new story every day. just like somebody is getting robbed in south side. >> i heard that people have gotten mugged on campus more than usual, and i hear there has been a few cases. >> reporter: the student newspaper shows technology is the target from iphones to laptops, and students walking by themselves are often the victims. >> i think for women and nighttime is bad. >> reporter: campus police are taking notice, starting new nighttime patrols in high-crime areas and students admit they feel safer on campus than off. >> once you get out from campus, it gets bad. >> reporter: and most students say they have learned the best way to stay safe is to be smart. >> students should try to walk with somebody or if they feel unsafe call. i think the university has a system set up, so that will be

okay. >> reporter: brian webb, kpix 5. >> the student center has made a request to address the crime issue and come up with ways to stop it. bart board of directors will soon vote on a contract to approve the final deal. at least one member of the board isn't happy about it. it includes a 15% pay raise over four years. for the first time workers must pay into their pensions and their monthly healthcare contributions about will go up as well. a board member believes bart gave in too easily. >> we betrayed the public. the public adamantly, a super majority stood behind us. we accepted the strike even though the unions are who called it, yet we weren't ready to accept it. we sweetened the deal once the strike happened. >> mallett says he will vote know. the meeting to vote on the contract will happen in the next couple of weeks. crews will begin bringing down the eastern span of the bay bridge this week. it's going to take a few years. the bridge needs to be taken apart in the reverse order it

was built back in the 1930s. they will take it apart piece by piece. >> people have asked, why not just blow it up? and so in addition to the environmental regulations that would prohibit us just dropping the bridge into the bay, we also have the new east span carrying live traffic and just for public safety reasons you can't. >> the price tag for taking down the old bridge is expected to be about 240 humidity. happening today a 105-foot sunken tugboat will be raised from the oakland estuary. this afternoon the tugboat has been sitting there for decades now. the epa says it poses hazards to recreational sailors and releases contaminants into the environment. this is one of two vessels being removed during the clean-up effort. big changes are in the works for a major east bay shopping center. plans could push 100 businesses out. broad way plaza in walnut creek is planning to add as ach as

300,000 square feet of retail space. it still has to get the city council approval next month. the expansion will mean 100 stores currently in the plaza have to close by the end of january to make room for construction. shoppers say they are ready for the expansion. >> the economy is ready, you know. the economy is getting better. so a different type of shopper is attracted. there will be some variety, you know. some people leave. some people come. >> reporter: it's all good? >> right. >> some stores, including victoria's secret, have already moved out of the construction zone. crab season is in full swing along the central and northern california coast. and it looks promising, too. the commercial season doesn't start until november 15, but sport fishermen were able to start crabbing at 12:01 in the morning on saturday and they seem very optimistic. >> there is a lot of crab out there right now. we will be doing good this year. >> this year for the first time in california regulators are

morning. >> we've got some clear conditions around the bay area this morning. the temperatures are chilly in presidents in 30s and 40s. briefly dropping down to the freezing mark in the napa valley early on. still by the afternoon lots of sunshine coming our way and temperatures will likely be a little bit warmer. upper 60s inside the basin. low 70s in the valleys. sunshine everywhere you go. high pressure trying to build back this. you see some clouds dumping over the top of that ridge. nothing too bad. looks like that ridge will continue to build the next couple of days. we will see more sunshine and some modest warming today and probably over the next few days. then things may begin to shift as the whole pattern looks like it may head towards a wetter pattern in the latter part of the week. h. temperature-wise 60s in the south bay. low 60s towards the coastline. east bay numbers in the 60s and maybe some low 70s. sunshine inside the bay. that will bring those temperatures up as high as 70 degrees. 69 in sausalito and about

a 17 story residence hall. friends say they last saw him saturday morningments i saw him running up the stairs while people were exiting the building to leave because the fire alarm had been pulled. >> rescue workers had to break through a concrete wall. it took an hour and a half to finally get that victim out. 1,500 mourners paid respects it a nevada teacher gunned down in a school shooting. many at the service for michael lands barry were marines and air guardsman. he died trying to stop the gunman in last month's shooting at sparks middle school. >> you know, he died protecting people. that's like the best thing that you could like go, like he went out as a hero. >> lance bury was a member of the nevada air national guard and marine. he is survived by his wife and two daughters. starting today guns will be allowed in all seattle public libraries. the board of the library system says they didn't have a choice. last year state courts ruled

officers are not armed. >> ciancia was shot four times by airport police. he remains heavily sedated under the watch of an armed guard in southern california. not clear what motivated friday's attack. this is newly released undated video of mohammed morsi in prison where he returned after his trial was adjourned until january. morsy supporters gathered outside a cairo courthouse today. he is you accused of inciting violence and murder. if convicted he and 14 other defendants could face the death penalty. new this morning the san francisco giants may have to share their ballpark with the oakland a's next season. mark kelly over at at&t park this morning here in san francisco where the athletics could be playing next year. mark, i guess it's an idea being pushed by you mlb? >> reporter: it is, frank. according to the "san francisco

chronicle," the mlb is really turning up the heat on these negotiations. so what could happen? if the coliseum and the oakland a's don't come to a deal on a short-term lease the a's could leave oakland entirely and take up a temporary home right here at at&t park. sources close to the negotiations told the "san francisco chronicle" major league baseball is making its demands known to coliseum officials. they want a shorter two year lease extension for the a's, not the five to eight year deal the coliseum put on the table. it would give the a's an opening to move to san jose if those legal hurdles can be cleared. and if that short-term lease is denied, sources say the a's could cut the cord with the coliseum entirely, moving to at&t park and sharing space with their rival giants as early as next season. the terms of the lease are getting attention, but the

bigger hurdle, according to the chronicle, is the concession stands. the old lease has the a's making big money off food and drink and now the coliseum wants a bigger piece of the pie. back and forth on that topic has dragged on for two years now. but with the mlb stepping in and putting pressure on for a deal, a compromise could be near. so "the chronicle" reached out to the giants, to the a's and mlb. frank, all of these entities, they all declined to comment. >> mark, why would the giants agree to share their field with the rivals in the first place? >> reporter: of course, one reason is money. it comes down to the rent money they could generate from that deal. but there is no doubt that this deal would definitely be difficult. already for next season the a's and the giants both have home games on nine of the same dates. so this is definitely, frank, going to get interesting. stay tuned. mark kelly live for us here in san francisco.

thanks. tomorrow the san jose city council is due to talk about finding a place to build a major softball complex. park officials are suggesting some land just south of east ridge mall, but some politicians want the county fairgrounds to be considered because more diamonds could be built there. the money for the project was approved by voters 13 years ago. president obama has another bay area fundraising trip in the works. he is scheduled to appear november 25th at the san francisco jazz center. it's a fundraiser for two committees to help democratic candidates in the house and senate races. no word on any other appearances during that bay area swing? the white house is launching a new campaign to rebuild the image of the affordable care act. the efforts begin this week with president obama visiting volunteers in dallas who are trying to sign up people for health insurance. susan mcginnis has the latest. >> reporter: president obama hits the road this week to build public support for the affordable care act. sunday a senior white house aide insisted the president was told

the healthcare.gov website would work on day one but says that's no excuse. >> the website failures are absolutely inexcusable and we own that. >> reporter: the website repeatedly crashed in the first month and was down for repairs this weekend. a new poll shows 48% of americans surveyed believe the government has done a poor job of implementing the healthcare law. >> the president's poll numbers, getting this website working so millions of americans have access. >> reporter: the white house says the site will be fixed by the end of the month. republicans are skeptical. >> they're trying to change a tire on a car going 75 miles per hour down the expressway. >> reporter: even some democrats want healthcare.gov taken down for repairs. >> i said this directly to the president's chief of staff. they ought to take down the website. >> reporter: americans are learning more about the new law. 55% of those polled say they now know enough to understand how it impacts them. that's up 8% in the last month.

susan mcginnis, cbs news washington. >> the white house says by the middle of the month it will release numbers showing how many people signed up for health coverage during the first month of the enrollment period. officials already say the numbers will be lower than what they'd hoped for. the mayor says he needs to cut back on his drinking but has no intention of stepping down. he is not admitting to any drug use either. his comments on sunday came three days after toronto police say they obtained a video showing him puffing on a crack cocaine pipe. he says the citizens deserve to see the video and reach their own conclusions. let's get a check on weather this morning. >> cold out the door this morning. some places at the freezing mark. briefly, though. an offshore wind low and that means we will see nice weather ahead adds sunshine going to take over and warm temperatures up nicely into the afternoon. right now a chilly 33 degrees and hovering just above freezing in santa rosa. 39 in concord. 39 in fremont.

43 in san jose. this afternoon sunshine for everyone. yep, not going to discriminate for that. we are going to see a lot of sun to the coastline into the south bay. 60s there. in the east bay amendment of sunshine, too. 60s and low 70s. then as you head inside the bay you will find 68 degrees. pleasant into san francisco. and 69 degrees in oakland. time now for your kpix traffic. we will look at the bay bridge toll plaza. so the delays are stacking up towards the middle of the parking lot. those are only the busiest lanes. westbound 92 if you are crossing the san mateo bridge traffic picking up now if you are traveling westbound out of hayward. and the livermore valley suddenly it is starting to slow. so 19 minutes. that drive time will likely only grow at the dublin interchange. the heaviest traffic out of tracy towards northglenn. here is know live look outside.

this is the nimitz freeway in the east bay. taillights are northbound and a smooth ride towards the downtown oakland exits. that's your latest kpix traffic. drowsy driving prevention week kicks off today. chp is joining to help reduce fatigue related accidents. according to the national highway transportation administration drowsy driving causes more than 100,000 accidents a year contributing to more than 1,500 deaths. a critical vote on tuesday could alter the look of san francisco's water front. voters will cast ballots on proposition b and c. passage would allow a parking lot to become the site of a luxurious condominium complex on the stretch of bay area real estate. exclusive kpix 5 survey u.s.a. poll finds the propositions are losing at the moment. more than half of voters surveyed said they won't sign off on the project, and about the same percentage oppose raising the legal height limit

at 8 washington street so the complex can be built. the mayor wants the measures to pass. >> when i see the thousands of people that will be able to not be blocked by a chain-link fence, not to be subjected to a parking lot. >> ultra luxury condos cost an average of $5 million each. who can afford that? >> the developers would be required to contribute money to other projects for affordable housing. and people are already voting on the waterfront project. one of the locations in san francisco where people could drop off ballots over the weekend. but early indications are for a low turnout. analysts expect about one-third of registered voters to cast ballots. and tomorrow voters in sunnyvale will decide whether to approve a gun safety measure that has become a national flash point. it would require gun owners to tell police within 48 hours of a loss or theft of a firearm. they would have to keep unused

guns locked up as well and sellers of ammunition would have to keep buyers' names for at least two years. around the bay area the resort and casino opens tomorrow. it's being called the bay area's largest gaming and entertainment destination. it features 144 gaming tables, including blackjack and backerrette. also 3,000 slot and video poker machines. there are four stand alone restaurants in addition to food options. a san francisco park is about to undergo a multi- million dollar renovation. construction is expected to begin in january. the changes include two new restroom buildings, a multi-use court and a central path. the northern half of the park will close for six months during construction. u.s. stock futures are rising ahead of the opening bell in 45 minutes. >> we could see records on wall street this week. with more on that, alexis
